The University Grants Commission is a statutory organization established by an Act of Parliament in 1956 for the coordination, determination and maintenance of standards of university education. Apart from providing grants to eligible universities and colleges, the Commission also advises the Central and State Governments on the measures which are necessary for the development of Higher Education. The UGC Releases Fake Universities List consists of names of 23 universities that have been operating in the country without have clearance or approval from UGC. In terms of highest number of fake universities operating in a state, Uttar Pradesh has topped the charts with maximum number fake universities, followed by Delhi. The eight educational institutions are from Uttar Pradesh, while seven are from Delhi.
