As per Rule 6 of the Indian Forest Service (Cadre) Rules, 1966 deputation of IFS officers broadly falls into two categories:
  • Central Deputation
  • State Deputation

For Central Deputation, there are two schemes devised for the purpose of regulating appointments in Government of India and organizations under its control.
  • Central Staffing Scheme
  • Non-Central Staffing Scheme
  • Officers are recruited via an open competitive examination conducted by the UPSC and then trained for about two years by the Central Government at Indira Gandhi National Forest Academy.
  • Their services are placed under various State cadres and joint cadres, even though they have the mandate to serve both under the State and Central Governments.
The training of IFS Officers begin with the nearly 100 days long Foundation Course at the Lal Bahadur Shastri National Academy of Administration, Mussoorie. This is a common course for all the Group-A services’ officers recruited through the UPSC Civil Services Exam. The FC usually begins in August and ends in December. Post FC, IFS Officers move to Delhi where they undergo their Induction Training Programme at the Foreign Service Institute, Ber Sarai.
This program continues till June and includes the following-
  • Introduction to different aspects of diplomacy and foreign affairs, work in the Ministry of External Affairs and in Indian missions abroad.
  • Visit South Block, Jawahar Lal Nehru Bhawan, Hyderabad House, and other offices of MEA, and calling on the Ministers and Secretaries.
  • Calling on the President, the Vice President, and the Prime Minister.
  • Various attachments including Bharat Darshan, Embassy Attachment, State and District Attachment, and Defence Attachments.
  • After the training program at FSI, they work in the Ministry for a couple of months as Under Secretary, and then move abroad for their Language Training, which is for 1–2 years (depending on the foreign language that they have chosen).
